McLean County invites qualified and experienced consultants to submit proposals for providing strategic planning services. The consultant will work with the leadership team at the county to develop a comprehensive strategic plan to guide the organization’s growth and operations over the next five (5) years. Supported by County Administrator’s staff, the consultant will create a department survey to gain key leadership insight on the challenges and opportunities facing the County. This information will provide background to the County Board as they enter the strategic planning process. The consultant will devise an inclusive process to engage the County Board Members to build consensus and ultimately draft a strategic planning document. In this request, submitters are asked to discuss their approach and methodologies for the strategic planning process. The proposal will incorporate the project scope and a process for creating County mission, vision, and values. The proposal will include methods for defining goals with measurable outcomes, attainable objectives and action steps. Submitters are encouraged to expand upon the proposed project scope and recommend additional valuebased services they can or will incorporate as part of their approach while also being cognizant of costs. Prior to entering into a formal agreement, the selected consultant will meet with County staff to define responsibilities, number of sessions, number of interviews, project timeline, and deliverables.
