Please note: This is a Sole Source Notification. Annual maintenance on NOMAD, NOMAD Assistance, NOMAD QLIST, NOMAD Collection and NOMAD NAPA for VM products from vendor, Select Business Solutions. These products run on the DOIT IBM z/13mainframe. This maintenance provides product support, version upgrades and software fixes. Nomad is a proprietary mainframe database application that was put into use in the late eighties and early nineties at the State of Illinois. This application is utilized to fulfill various niche needs of DOIT agencies, from payroll and timekeeping, to federally mandated processes such as health facility complaint and review processes. Our agencies created heavily customized workflows that are not able to be recreated in other solutions at this time without development resources, project managers, and approximately 1.2 million dollars in product replacement costs, for retraining the public and internal users. We are currently trying to decommission the Nomad application but due to delays with enterprise standard applications, such as HCM, we are prevented from moving payroll and timekeeping off of the nomad system for DCFS and IDOT. Therefore DOIT is required to update both the mainframe hardware and supporting software for this application until these solutions can be migrated. There are no other vendors or resellers for the Nomad product and maintenance and support are required particularly due to the fact that the agencies do not have Disaster Recovery solutions in place for the products made with this application. DoIT must continue to procure the necessary maintenance and support to ensure that DCFS, DPH, DOT applications and business that service the citizens of Illinois are not put at risk. Select Business Systems is the only vendor that can supply the required maintenance on NOMAD software, the software is copyrighted and only available from the holder of the copyright. NOMAD has been used by various agencies with the State of Illinois for the last 18 years.
