TASK 1: Environmental Assessments a) Conduct a Phase I Environmental Site Assessment (ESA). b) If applicable, conduct a Phase II ESA that includes a scope of work and cost estimate for any necessary environmental remediation. c) Provide information on wetlands, flood zones, protected habitats, and other environmentally sensitive areas on or near the subject property. d) Conduct any necessary environmental studies and reports based on findings in Item c. TASK 2: Cultural and Historical Resources a) Evaluate cultural and historical resources in the area. b) Conduct any necessary archaeological and/or historical surveys based on findings in Item a. TASK 3: Site and Utility Conditions a) Provide a comprehensive geotechnical report confirming soil and subsurface conditions. b) Work with the City and private providers to confirm the availability and capacity of utilities, including water, sewer, gas, and electricity. c) Assess and provide information on the site's drainage capabilities. TASK 4: Infrastructure and Access a) Evaluate and confirm legal and practical access to public roads. b) Work with the City regarding planned or possible infrastructure upgrades that would affect the site. TASK 5: Survey and Boundary Information a) Provide a certified land survey to confirm property boundaries, encroachments, existing easements and/or right of way, and accurate property size. b) Provide a topographic survey detailing elevation and terrain characteristics. TASK 6: Regulatory Compliance a) Provide information on any state, federal, and other applicable requirements or restrictions that may affect development. TASK 7: Master Planning and Subdivision Plat a) Work with the City and other project stakeholders to develop alternatives for site layout based on different scenarios including cost estimates for necessary infrastructure and utilities. b) After an alternative is selected, develop a Master Plan and Subdivision Plat in accordance with the City’s Subdivision Ordinance.
