Specifications include, but are not limited to: The City of Evanston is requesting proposals from Illinois licensed security contractor agencies. Both armed and unarmed security guards will be required to meet the needs of this proposal. Security services at the Civic Center shall be performed by armed guards that have completed a minimum of a 40 hour security training course. Security services at the Community Centers and in the Parking Garages shall be performed by unarmed guards that have completed a minimum of a 20 hour security training course. All guards shall also have received a minimum of 4 hours of training on de-escalation and first amendment audits within the past year. All guards shall receive a minimum of 4 hours of de-escalation and first amendment audit training annually. The City also reserves the right to have a security guard prohibited from working on this contract for failing to obtain the annual training, demonstrating poor performance dealing with an irate citizen, or consistently disregarding direction from Evanston staff.
