2.1.1 Ownership Verification • For each of the approximately 2,300 prioritized PINs, verify whether CHA is the current owner of the associated parcel. • Use available public records (e.g., Cook County Recorder of Deeds, Cook County Assessor’s Office, and other local government property records) to confirm ownership. • Cross-reference ownership data with CHA’s existing parcel database. 2.1.2 Title Review • Conduct a limited title review for each parcel to identify any issues that could affect clear title if CHA were to sell the parcel. • This may include detecting liens, encumbrances, easements, or historical title irregularities. • Collate and submit the title and other appropriate documents by PIN in a readable format (e.g., pdf, doc, docx, etc.) 2.1.3 Address and PIN Reconciliation • Compare address information associated with each PIN in the CHA database to external sources and identify discrepancies. • Where discrepancies are found between the PIN and address, confirm ownership for both the PIN and the physical parcel at the listed address to ensure CHA’s database reflects the correct parcel information. 2.1.4 PIN Fragmentation and Boundary Confirmation • Identify any cases where a PIN may have been split or consolidated and where CHA may only own a portion of the parcel. • Flag any inconsistencies between the recorded parcel boundary (e.g., size or location) and current records in the Cook County Assessor’s or Recorder’s offices. 2.1.5 Database Updates • Provide CHA with a clean, updated version of the parcel ownership data: o Preferably directly updated within CHA’s ArcOnline platform, and o In an Excel, ArcGIS compatible, or other mutually agreed format that clearly identifies each parcels PIN. • Clearly identify changes, discrepancies resolved, and any recommendations for further review. 2.1.6 Final Report • Produce a final report that includes: o Methodology used for verification and data collection o A summary table of reviewed PINs, associated parcels, ownership status, and discrepancies found • Totals for: o Parcels Reviewed o Parcels Confirmed Owned by CHA o Discrepancies Identified and Resolved • Visual aids including parcel maps, overlays, and illustrations of boundaries for any PINs or Parcels found with locational discrepancies • A description of any challenges encountered and the approaches used to resolve them • Recommendations for ongoing database maintenance and data quality assurance
