The Village of Northbrook is soliciting qualifications from Industrial Automation Firms, Information Technology Professional Services Firms, or a team of these firms who are experienced with the construction and implementation of Water Plant SCADA systems as well as the construction and implementation of the underlying technology infrastructure and network, inclusive of a variety of cybersecurity solutions. The Village is seeking the best firm or team comprised of Industrial Automation and Information Technology Professional Services Firms to provide a new replacement SCADA system as well as new technology infrastructure, network, and various cybersecurity solutions for the Village’s water treatment plant. The collaboration/expertise of firm or team in delivering this project will be one that has expertise in delivering multidisciplinary projects on time, in budget, and in a cohesive fashion. Due to the nature of this project, coordination of the infrastructure and network implementation and implementation of the replacement SCADA system must have work that is coordinated and scheduled to avoid delays. The SCADA System Replacement and Technology Infrastructure Implementation (Project) will include a number of components to the project including but not limited to: • Procuring and configuring SCADA Servers, server virtualization infrastructure, switches , modems, Allen Bradley PLCs, HMIs, control panels, work stations, and associated wiring and appurtenances • Programming of Inductive Automation Ignition SCADA software to perform complex operations of the Water Treatment process. • Building new, standalone IT and OT networks from the ground up, on which the SCADA platform and associated communications package resides. This requires close work with the Village IT department. • Implementation and configuration of next-generation firewalls, zero trust principals, and technology services to meet the high standards of the Village of Northbrook IT Department. Integrate with existing communications and existing networks to remote water facilities or sanitary/storm sewer lift stations. • Full development of screens and interfaces for monitoring and operating the Water Treatment Plant and associated facilities. • Actively participate in regularly scheduled progress status meetings.
