III. Scope of Traffic Study. The City anticipates the Consultant will complete the following key work tasks in order to complete the traffic study: TASK 1 Field Data Collection A. Traffic Counts. Collect traffic count data at the intersections of the following five streets with Kirchoff Road (west to east): Frontage Road / Rohlwing Road; Owl Drive; Plaza Drive; Meadow Drive; and Oriole Lane (“Key Intersections”). The City does not anticipate that data collection is appropriate for the unsignalized intersections of the following minor streets with Kirchoff Road (west to east): Flicker Lane, Library Road, Iris Avenue; and Dove Street. The City also does not anticipate that a study of the intersection with New Wilke Road is necessary. All intersection traffic counts should classify each turning movement and include vehicle classification for on-road vehicles as well as bicyclists and pedestrians. In addition to standard weekday morning and afternoon peak-hour counts, conduct one or more additional counting periods of the Key Intersections to document school arrival and dismissal traffic at Kimball Hill Elementary School (in-session 8:25 a.m. – 3:05 p.m. M-Th) and Carl Sandburg Middle School (in-session 7:30 a.m. – 2:10 p.m. M-Th) adjacent to the Corridor. No additional study locations or intersections are necessary beyond the Key Intersections. Because of this requirement, it is imperative that the Consultant schedule and complete field data collection prior to the end of the school year, i.e. June 10, 2025. B. Speed Study. Conduct speed monitoring in each direction at a single location on Kirchoff Road between Owl Drive and Meadow Drive. C. Field Verify any other data required to accurately complete the traffic study (for example, signal timing). TASK 2 Document Existing Conditions A. Current Condition Traffic Model. Using Synchro software or other comparable methods to the most recent edition of the AASHTO Highway Capacity Manual, together with the results of Task 1, develop a traffic model of existing conditions. Complete capacity calculations including queue analysis at each Key Intersection to define how well they are operating under current peak-hour conditions.
