1. Assistance with drafting and submitting an Engineering Services Agreement and supporting documentation to IDOT for review and execution. 2. Review of Contract Documents/Special Provisions/Engineering Drawings; 3. Pre-Construction Meeting with IDOT, Contractor, Village Staff, School District Staff, Utility Company Representatives, USIC (JULIE Locator); 4. Attend and participate in Village Administered Project Informational Meeting with Impacted Property Owners and other Project Stakeholders. The meeting will be arranged at a Glen Ellyn meeting facility with the meeting location, date, and time TBD. It is noted that the meeting will be conducted in the evening between the hours of 6 p.m. on 9 p.m.; 5. Develop and distribute regular Project Notifications (letters to impacted residents, businesses, schools, refuse and delivery companies, etcetera); 6. Review of all submittals to ensure conformance with the requirements set forth in the Contract Documents and Engineering Drawings; 7. Review of Pre-Construction Videos to ensure project site conditions have been adequately documented prior to the start of construction; 8. Permit Coordination (DuPage County Stormwater, NPDES – NOI/SWPPP; etc.) 9. Maintain all documentation in accordance with IDOT Federal Aid Project Requirements including ICORS entries, Daily Project Diary, Daily Inspection Reports, Field Books, Quantity Books, Material Inspection Reports, and all other Pertinent Records; 10. Verify Construction Layout Performed by Contractor; 11. Construction Inspection of all Contract Work to ensure improvements are constructed safely with minimal impact on the public and in accordance with the project specifications, including routine daytime and nighttime Traffic Control & Protection inspections; 12. Utility Coordination (Nicor, ComEd, AT&T, Comcast, WOW, etc.); 13. Performance of Quality Assurance Material Testing in conformance with IDOT requirements for QC/QA Material Testing; 14. Assisting with handling of all issues associated with the off-site disposal of all excavated material (CCDD, special waste, etc.); 15. Witnessing Sub-Grade Proof-Rolling and Recommending Undercutting Depths; 16. Identification of Required Spot Curb/Gutter and Sidewalk Repairs within the Project Corridor. 17. Answering of questions and resolving issues and concerns from impacted property owners; 18. Contract Administration/Documentation; 19. Development and Enforcement of Stormwater Pollution Prevention Plan (SWPPP) to ensure compliance with IEPA NPDES Permit (silt fence, stabilized construction entrance, etc.); 20. Ensure that Construction Completion Schedule is adhered to; 21. Conduct Weekly Progress Meetings with Contractor and Village staff; 22. Provide Weekly Progress Updates to Village Staff; 23. Quantity Measurement (including cross-sections as necessary); 24. Processing of Pay Estimates documentation; 25. Develop and Process Change Orders as necessary including Final Balancing Change Order; 26. Develop and ensure completion of “Punch List” prior to final inspection/project acceptance; 27. Provide one (1) hard copy and one (1) electronic copy of the Engineering Drawings Detailing the “As-Built” Conditions; 28. All project documentation, payment, and closeout procedures required for Federal Aid Projects. 29. Any other tasks recommended by Respondents to this RFP required to successfully deliver the assignment.
