Specifications include, but are not limited to: This contract will augment snow removal services from sidewalks adjacent to City-owned property. Service would be requested at the sole discretion of the City, and only when City snow removal forces are unable to clear specified sidewalks in a reasonable period of time after a snow event. These properties are identified in Attachment A and located on the attached maps (Attachments B through L). The specifications of work include snow removal within 12 hours of notification by the Public Works Director or the Director’s designee. The Contractor will meet all the following levels of service, conditions, and provisions for clearing sidewalks: 1. Sidewalk Defined: The sidewalk is the paved surface on the public right-of-way adjacent to City-owned lots for the use of pedestrians. The paved surface is usually concrete, but can also be brick, asphalt, or other type of pavement material. Street surfaces and road shoulders are not considered sidewalks. Ramps providing wheelchair access to the sidewalk from streets or other areas are part of the sidewalk. The portion of pavement across a driveway or drive approach and abutting a sidewalk on either side is also part of the sidewalk. The drive approach outside of the sidewalk area is not sidewalk. 2. Snow Removal: Snow shall be removed from the identified sidewalks across the full width of the sidewalk, or to a width of 48 inches if the sidewalk exceeds 48 inches in width. 3. Removal Procedures: Removal shall be accomplished by plowing, pushing, or blowing snow from the surface of the sidewalk to City-owned space adjacent to the sidewalk. Removal of snow can be accomplished by the use of equipment-mounted plows, shovels, snow blowers, or other mechanical devices capable of removing snow and exposing the surface of the sidewalk. 4. Placement of Snow: Snow removed from the sidewalk shall be placed on adjacent City-owned property, except that snow may not be placed on City streets or alleys. 5. Deicer/Salt Applications: The Contractor will be required to supply and apply salt or deicing materials to the sidewalks in an amount sufficient to eliminate icing conditions resulting in hazardous pedestrian travel even if snow accumulations do not exceed 2 inches. Salt/deicing material application will be required if snow/ice/precipitation has accumulated on the surface and causes slippery conditions to exist. Salt/deicing will not be required if the snow is completely removed from the surface and the surface is left dry and free from snow/ice/or other precipitation.
