Third-party mobile location data and GPS data should provide the characteristics of individual travelers; superior to travel demand surveys, which rely on survey participants to track their own individual data; extrapolate a broader segment of the population than other data/tools that are presently on the market today; must provide reliable alternative mode choice for secondary travel options; and must be updated on a semi-annual basis, whereas household travel surveys are done less regularly. In addition, the system must include scenario-planning applications that support IDOT’s safety, resiliency, and multimodal planning objectives. The capabilities listed below demonstrate the unique, economically feasible value Replica provides: The use of dozens of de-identified and anonymized data sources, including mobile carrier data, location data from third-party aggregators, and household characteristic data to generate an internally consistent and representative travel model for a region and/or State. Replica develops and implements proprietary technology to estimate daily individual itinerary characteristics, based on analyzing locations from millions of devices, while ensuring individual privacy of travelers is protected. Replica is the only fully-calibrated travel demand model offered as Software-as-a-Service that enables the public sector to understand the movement of people and goods, now enhanced by exclusive applications such as Road Closure Scenario, Safe Streets Planner, and Active Transportation Analysis. Replica provides complete organizational access, with unlimited seats, allowing each member agency a single source of baseline data, thereby creating a common data framework for technical and policy collaboration. Replica’s machine learning and data science team has extensive experience in developing advanced travel demand models using mobile phone data techniques, and has established theoretical and practical links to the demand side by tailoring products specifically toward travel demand modeling and scenario analysis needs. Replica leverages both public and proprietary data sets in building modeling and planning tools. The engineering and science team has a proven, demonstrated ability to handle privacy-sensitive datasets and extremely large datasets. Replica is a browser-based web-service, requiring no client installation, on-premise storage solutions, or expensive hardware. There are no restrictions to the number of users as long as they belong to the same organization. Replica enables customers to consume data and application outputs including all travel demand model results, safety analysis, and active transportation measures through a web interface or scheduled cloud transfers of the underlying activity tables. Replica’s new suite of applications directly supports IDOT’s objectives: Road Closure Scenario helps test system resiliency during planned or emergency disruptions; Safe Streets Planner identifies high-risk corridors and evaluates safety improvements; and Active Transportation Analysis measures and forecasts walking and biking trips to guide multimodal investments. Replica’s data and applications are already integrated into workflows across the State, providing consistency and continuity in transportation planning, safety analysis, and policy development. The add-on includes additional data that the Agency requires. It is an add-on application that is part of the larger software "Replica" that IDOT already uses. The Agency already has and uses the main software "Replica" but there are additional tools and apps. The Agency requests that we procure for these additional applications so that Replica can use driving event data from vehicles to provide information on corridors that are high risk for vulnerable users such as pedestrians and cyclists. The Road Closures Scenario Tool is another app or "addition" that uses the same model that develops the data that the Agency uses from Replica currently cannot project what would happen if a section of road is closed. This tool provides rapid results to inform planning processes (such as construction planning). By procuring these additional applications, the Agency would satisfy the requested need to provide information to the motoring public related to possible road closures and to provide alternate measures of travel.
