In the unlikely event that the PIEE system is not operational, and vendors are unable to access or use the system, offerors must immediately notify the Contracting Officer and provide sufficient evidence to demonstrate the system is not operable. If the PIEE Solicitation Module is indeed down, the Contracting Officer may authorize an alternate method for bid submission, such as via email to the Contracting Officer and Contract Specialist. However, offerors must obtain prior approval from the Contracting Officer to use the alternate submission method. Notifications and approvals must occur prior to the submission deadline and be in writing.
