The Contractor shall provide 401(k) plan investment consulting services to the RTA 401(k) Plan Committee including, but not limited to, the following: • Perform ongoing review of portfolio performance, the underlying investments, and the investment managers. Evaluate investment manager performance in terms of effective implementation of investment strategy, performance versus established benchmarks, and organizational stability. Identify current or anticipated underperformance within the portfolio, recommend corrective action (i.e., investment fund changes), and participate in implementing the recommendations. • Prepare and present written and verbal quarterly, or more often as reasonably requested by the Plan Committee, summaries of investment manager activities and performance to the Plan Committee. Calculate investment performance at the total fund, asset class, investment style, and manager levels. Quarterly reports must be ready approximately five weeks after the end of a quarter, depending on the Plan Committee’s meeting schedule. • Attend Quarterly RTA 401(k) Plan Committee meetings as well as related investment meetings and discussions. • Provide assistance on the review and maintenance of the RTA 401(k) Plan policies, such as the Investment Policy, as requested by the Plan Committee. • Should the Plan Committee bid out recordkeeping services, review the recordkeeper proposal(s) for recommendations to the Plan Committee, e.g., recordkeeper suggested changes in fund lineup.
