The work on this project consists of improvements along 5th Street Road in Lincoln. The work in this contract consists of pavement, curb and gutter, storm sewer system, culverts, entrances, and all incidental items shown in the plans and as described in these Special Provisions. WORKING RESTRICTIONS The proposed railroad crossing shall be complete and fully operational before any traffic will be allowed to utilize the proposed crossing. No work shall begin in a given Stage without substantial completion of the previous Stage work except as approved by the Engineer and the following exceptions: Stage 2 work may be done concurrently with Stage 1. Stage 1B shall be coordinated with the closure and work on the railroad crossing improvements so that the railroad work and adjacent roadway improvements can be completed under a single closure. Stage 1B work and the full closure shall not be implemented until approval by the Engineer and required notice has been provided to the City and the property owners / businesses. Stage 1A and Stage 1B work adjacent to the railroad crossing shall remain outside the railroad ROW and maintain the required minimum clearance away from the railroad as to not require any railroad flaggers until approved by the Engineer. The Contractor shall be responsible for any costs incurred due to Stage 1A and Stage 1B operations that violate the required clearances and require railroad flaggers. No stage work shall begin without the Contractor being able to substantially complete that stage prior to the winter shutdown except as approved by the Engineer. Any lane closures shall be coordinated at least two weeks in advance with the City. Resurfacing work on 5th Street from the I-55 structure to Connolley Road shall not start until all utility work and pavement widening work is completed unless alternative is approved by the Engineer. Except as otherwise provided herein, the Contractor shall provide at least one entrance/exit point to all properties at all times. Property owners and businesses within the construction limits shall be given two weeks’ notice for any changes in traffic patterns or entrance work.
