Specifications include, but are not limited to: Provide a brief statement on how your proposed solution will meet each of the following needs: The University wishes to lease 40,000 to 50,000 square feet of space with up to one-half of it be “high-bay” space for storage. The facility should accommodate a system for the stacking of materials. Additionally, the space should have access to outside truck loading docks with dock shelters and dock levelers. The space is requested to be located within a maximum 3.5 miles from the ISU Quadrangle (see Attachment A), however ISU will consider other options located further. The facility should be on the ground floor with direct exterior access for easy visible wayfinding and accessibility purposes with very close adjacent proximity to parking for visitors. Parking should be no more than 1/10th of a mile away from the facility with a parking space to accommodate the University’s staff and visitors. Space Requirements will include the following (all square footage provided are estimates): Lobby and Reception Area, 100 square feet Private Office to accommodate two (2) staff members with ability to reconfigure for four (4) staff members, 300 square feet Restrooms as appropriate to meet code for this type of building occupancy; all ADA compliant Storage Area, up to 50,000 square feet (up to half of the space is “high-bay”) Access to at least one (two preferred) Loading Dock(s) Telecom Room or Closet Sprinklered in accordance with current code requirements (or capability to be modified to meet code sprinkler requirements) Provide sufficient information (i.e. drawings, specifications, etc.) on proposed solution to allow the University to analyze and determine which solution will best meet the University’s needs. Type of property to be leased: The spaces shall be professional warehouse / office space in a Class B property or better. Lease description and terms: Term: 5 years beginning June 1, 2023 with the right to terminate after the second year of the lease term. The lease shall include an option to renew for an additional five-year term. The pricing for the renewal option must be provided as part of the response, as well as a purchase option (See Section 3). Proposed lease: The annual lease rate shall include all tenant costs, including, but not limited to, janitorial service, janitorial supplies, any CAM charges, maintenance, repairs, parking and other services. Utilities may be a separate charge if building is separately metered. Where separate, an estimate of utilities shall be provided. If the proposed space has more square feet than what is requested, then rental rates shall be based on the requested square feet. In order to provide a fair means of comparison, list the remaining balance of space “available at no cost to Lessee / Tenant”. All costs to tenant must be fully disclosed. Lease terms shall also include any credits for relocation, moving allowance, tenant improvement allowance, rent abatements or other financial incentives. Tenant improvements: All improvements to the Demised Premises and common areas shall be provided by the Lessor, at the Lessor's expense. General space requirements Contiguity of space is required: Tenant Agency prefers that all space be located on one floor; multiple adjacent floors will be considered provided all spaces are accessible for wheeled cart traffic and to the disabled and meet ADA requirements. The storage space should be in the same building and easily accessible. All leased space must meet American with Disabilities Act requirements, Illinois Accessibility Code and other applicable local requirements. Restrooms: All restrooms are to be fully equipped for all anticipated users including restroom supplies. The number of stalls per restroom set should be proportionate to the number of employees anticipated to occupy. All restrooms must be ADA compliant and meet current city and/or local codes. Water fountain: It is highly desirable that at least one (1) water fountain (with integrated bottle filling station), which is ADA accessible and located in a public area for use by clients, visitors and staff. Ceiling height: All leased storage space shall have a minimum of twelve feet (12') from floor to ceiling. Any exceptions must be noted in the bid proposal documents. Finishes: The proposal must include a description of the finishes including trim, paint, floor coverings, window coverings, etc. if there is to be tenant improvements. Finish and fit-out would include finished painted walls. Lessor agrees to paint the walls of the Demised Premises prior to Lease Commencement date and prior to any lease term extension with at least one (1) coat of paint at Lessor's expense. Fire alarm, fire protection, sprinklers and security systems: The proposal must include a description of these systems in accordance with local codes. HVAC: The HVAC system shall be designed with an adequate capacity to maintain the space to 72° F in the winter and 74° F in the summer during occupied times; shall be set to no less than 67° F in winter or more than 79° F in summer during unoccupied times. Parking and outside / exterior areas: A statement of the availability of parking for a minimum of 15 staff spaces and up to 10 visitor spaces (total 25 spaces) is required and should be included in the proposed rent. Indicate on a parking lot drawing, the location of the parking lot(s) in relation to the proposed office space. All parking spaces are to be on a hard surface (concrete or asphalt). Security: Lighting shall be sufficient in and around exterior parking areas, vehicle driveways, pedestrian walkways, and the building perimeter. Twenty-four hour a day security patrol plus a security alarm system with the office suite. The front door shall be equipped with electrical strike, intercom, and buzzer release operated from the reception desk. Description of the security arrangements for the Demised Premises shall include provisions for the prevention of unauthorized entry into the work areas and controlled access during non-working hours and must be included in the proposal. Normal business hours are Monday thru Friday, 7:00 AM – 4:30 PM. Directory and signage: Directory and wayfinding signage shall be provided. Opportunities for University Branding and exterior signage shall be proposed by lessor in their proposal. The proposed space must have ability to accommodate voice and data communication requirements with a direct connection to the University fiber network to meet the following requirements: The connectivity for a remote University unit needs to be able to support computer backups, Voice over IP, video conferencing, and web conferencing (i.e. WebEx). This type of network connectivity requires to effectively support these services is at least 2 – 3 MB/s per computer (Illinois State University currently provides 100 MB/s per connection on campus). To deliver this level of service, either a fiber optic line installed between this remote facility and campus, a high-speed data circuit leased from a service provided (beyond DSL, cable modem, or T1 service levels), or a high-speed wireless bridge are needed. The University also requires a space to install network hardware to support he connectivity of users, a power injector to support IP phones and a UPS to protect the network equipment and provide power to the phones in the event of a power outage. For tenancies in existing buildings more than 10 years old, provide Lessor information on steps taken to reduce energy consumption including, but not limited to, lighting retrofitting, HVAC control systems, high efficiency HVAC replacement or other energy reduction investments in the building. Purchase Option
