PHASE I ENGINEERING SERVICES Phase I Engineering Services will include all services required to prepare, submit and secure approval by IDOT of the Project Development Report (PDR) as prepared by an Illinois Licensed Professional Engineer. Preliminary Engineering Services will be required from the date of approval of the Preliminary Engineering Agreement through the Final IDOT approval of the PDR. This includes, but is not limited the following services: • Identification of a realistic and achievable timeline from start until completion based on the project scope and the funding source by providing milestones for the Village • Completion of topographic and boundary survey and/or soil borings, • Determine required preliminary right-of-way acquisitions and/or easements within the project limits • Completion of the Environmental Survey Request and all environmental studies that may be required as part of this request (including Categorical Exclusion Determinations) • Complete required Special Waste analysis • Traffic Crash & Analysis • Preliminary Drainage Analysis • Preliminary Plans including o Existing and proposed typical sections o Preliminary easement and right-of-way needs o Preliminary ADA design to determine if complaint improvements can be made within the existing right-of-way o Establish alignment, stationing and ties o Preliminary cross sections o Preliminary plan and profile • Complete all agency coordination necessary for all regulatory agencies as required by project scope and project stakeholders. • Manage, coordinate, provide exhibits/sign in sheets for all necessary public meetings • Prepare preliminary estimates of cost • Obtain Design Approval of Preliminary Development Report (PDR) PHASE II ENGINEERING SERVICES Phase II Engineering Services will include all services required to prepare, submit and secure approval by IDOT District 1 for Phase 2 Engineering services as prepared by an Illinois Licensed Professional Engineer. This includes, but is not limited to the following: • Coordinate and manage IDOT Phase II Kick-Off Meeting, including preparation of the required agenda/exhibits and minutes • Provide necessary personnel, materials, equipment and transportation to make necessary investigations, measurements, computation and analysis to perform field and office civil engineering services for design of project. • Attend progress meetings with the Village and other Stakeholders • Survey services as needed to complete the plans, easement acquisitions, or property boundary verifications/acquisitions • Obtain clearances and/or permits for all regulatory agencies as required by the project scope, and attend any meetings for these agencies as necessary • Coordinate with all utilities impacted by the project • Attend any necessary public meetings • Preparation and coordination of Environmental updates and/or required documents • Perform geotechnical investigations • Perform any necessary drainage design • Prepare detailed Phase II plans per IDOT and FHWA standards and submit to IDOT • Prepare specifications, cost estimates and other documents necessary to complete all of the required Plans, Specifications and Estimates (PS&E) submittals to IDOT. • Submit the Pre-Final (95%), Initial Final (99%) and Final (100%) PS&E Submittals to IDOT per the IDOT Region One Letting Schedule • Complete additional PS&E submittals if required by IDOT review comments. • Provide a disposition of comments to all IDOT reviews • Adhere to any other requirements as needed according to the current IDOT District 1 BLR Phase II Plans and Specifications Guidelines. • Answer any contractor questions and process any required addendums as required by IDOT Central Office during Bidding • Provide project administration and management. PHASE III ENGINEERING SERVICES Phase III Engineering Services will include all services required to prepare, organize, monitor construction, provide field solutions, organize change orders/cost adjustments, and review field data IDOT District 1 for Phase III Engineering services as prepared by an Illinois Licensed Professional Engineer. This includes, but is not limited to the following: • Coordinate and manage the IDOT preconstruction meeting with all interested parties to discuss goals, objectives, and issues. Plan, manage, present, and prepare all necessary agendas, exhibits, and minutes. • Conduct a local preconstruction meeting with all interested parties to discuss goals, objectives, and issues that the Village may have. Submit meeting minutes to the Village for review and approval. • Review the plans and specifications in depth, verifying quantities, elevations and dimensions relevant to the project. Also, anticipate any potential conflicts or issues and develop solutions prior to construction. • Review contractor's proposed construction schedule for compliance with contract. Submittals should be included on this schedule as well as all major subcontractors (underground, paving, etc). • Set up field books, quantity books, diary, job box and all other forms of proper project documentation. • Prepare a project contact list with names, addresses, phone numbers, and fax numbers for all contractors, subcontractors, and suppliers for the project.
