Please note: This is a Sole Source Notification. While there may be other vendors who can provide the required services, DCFS is seeking a sole economically feasible source to allow additional time for DCFS to bring some of these services in house. Due to new management and the time to bring a project of size this in house will take approx. two-years. DCFS is currently working with CMS to obtain a warehouse that will allow DCFS to house all the records. DCFS will be working with Secretary of State (SOS) on a new retention schedule. SOS has limited the number of files that can be taken to their facility per month. With all these changes this is a dire need for DCFS will need to maintain this contract for the next few years. Due to the retention schedule DCFS is required to keep adoption and foster care cases forever. These files are in boxes that are not in the best shape. If DCFS has to move these files from this vendor to a new vendor's location the boxes will not handle the move. Plus, a lot of the files are so old that the paper is very thin and could be destroyed. DCFS is also required to have access to the files at all time. If the files are being moved from one location to another DCFS wouldn't know where the files are located. Then you have the possibility of a new vendor that would need to organized the files with their program. That would take years to organize and be able to still get access to these files.
