The Illinois Department of Innovation and Technology (DoIT) has established IBM hardware and services as a standard across multiple mission-critical applications within the State’s IT infrastructure. These systems support essential public services and require consistent, secure, and reliable performance. To maintain this standard, the State has leveraged a master contract that includes IBM hardware, maintenance, cloud services, and professional services. Utilizing this contract has enabled the State to secure more favorable pricing through volume discounts and to ensure continuity of service for critical systems. Key State programs that depend on IBM infrastructure include: Department of Employment Security – Unemployment Insurance Benefits System Department of Public Health – Illinois National Electronic Disease Surveillance System (I-NEDSS) and the Illinois Comprehensive Automated Immunization Registry Exchange (I-CARE) Department of Human Services / Healthcare and Family Services – Integrated Eligibility System (IES) At the time the agency entered into the original agreement, the underlying General Services Administration (GSA) contract was set to expire on December 20, 2025. Since then, the GSA has extended the contract through December 20, 2030. In alignment with this extension, the agency now seeks to extend its piggyback contract for 3 years, through December 20, 2028, to ensure continued access to the necessary IBM supplies and services. The estimated spend on this joint purchase master contract is $80,000,000. This sum was calculated based on historical spend. The Department of Innovation and Technology typically spends $20 million to $25 million dollars each fiscal year on these services and/or equipment. Please note: This is a Sole Source Notification.
