Specifications include, but are not limited to: CMS would like to establish a Master Contract for an internet-based capability to research -- at a minimum -- primary and secondary legal documents, public records, criminal records, news sources, financial records, banking records, statutes, rules and regulations, case law and court documents. The resulting contract will be made available to all State of Illinois agencies that report directly to the Governor. On-line legal iteration or iteration of the platform next generation research information including but not limited to, State and Federal case law for all 50 States, Illinois and USCA graphical statutes, Corpus Juris Secundum, Illinois Attorney General Opinions, US Attorney General Opinions, statutes annotated, statutes with legislative history, the ability to search all 50 states statues, preferably in alphabetical order to compare statues. The ability to monitor and/or survey pending legislation for all 50 states. Access to 50 State statutory/regulatory surveys, administrative codes, administrative law and regulations, state/federal regulations, Federal Court dockets, law review/journal articles, American Law Reports, American Jurisprudence and other secondary sources, ability to view attorney briefs filed by both parties for all 50 States Circuit Courts and all Federal courts. Access to State and Federal trial court orders, proof of facts, pleadings and practices, cases, statutes and regulations cited, ability to view arguments that proved persuasive, and the foundation for the decision, List all databases to fulfill this requirement. Sections 1.2.1 through 1.2.5 pertain to unlimited ids and unlimited usage.
