Specifications include, but are not limited to: The Vendor must be experienced in performing the scope of services required and must meet the following requirements: 1. The Vendor must submit documentation showing its ability to provide the online legal research services described within this Scope of Services. Such documentation must include contact persons and telephone numbers for each account reference provided. 2. The Vendor’s agents and employees must have valid and appropriate licensing or rights required to retrieve and provide official reports of decisions, opinions, laws, codified statutes, and regulations from all courts of record in the United States, Congress, state legislatures, and agencies, both state and federal, including administrative rules, Illinois Workers’ Compensation Commission opinions, Illinois Attorney General opinions, law review articles, Illinois Appellate Court opinions, and other secondary materials, such as treatises and restatements. 3. The Vendor’s agents and employees must have all valid and appropriate rights as required by law to retrieve and provide, with or without additional access fees, the public records for individuals and companies described within this Scope of Services. 4. During the term of the contract, the Vendor must, at its own expense, procure and maintain insurance as described by the Insurance Requirements found in the Appendix R of this document. 5. The Vendor must maintain sufficient personnel to provide ongoing training of CTA staff regarding use of the Service, as requested by the CTA, no more than once a month, and at no additional cost to the CTA. 6. The Vendor must have a minimum of ten years’ continuous experience providing legal research services and materials, and it will have maintained and provided web-based searchable databases, as specified within this Scope of Services, for at least the five consecutive years prior to this RFP.
