The proposed improvement includes the reconstruction of South Lowell Park Road from 1/4 mile south of West Penn Corner Road to 200 feet north of West Penn Corner Road, including the intersection of the W. Penn Corner Rd. The improvement consists of the removal and replacement of an 8 X 12 concrete box culvert, earth excavation and embankment construction and construction of a full depth HMA pavement on and aggregate base, including cold milling HMA. The work further entails the construction of a soldier pile retaining wall along with ornamental fence at the cemetery, concrete gutter, pipe culverts and storm sewers, inlets and manholes, topsoil furnish and placement, riprap, seeding, pavement markings and other collateral work. The work will involve full road closure with a marked detour route.
