Project Specifications: The awarded attorney must possess a license to practice law by the bar of the State of Illinois. The awarded attorney must have at least two years of experience handling tribal relations and tribal law at any local, state, and federal level. Must be able to create or amend State documents and/or legislative works for the Department to enter into agreements, contracts, easements, or other types of legal transactions. Must be able to advise the Department on areas of tribal law and governance to enhance the working relationship between tribal entities and the Department. Must be able to advise the Department on particulars of tribal law enforcement, civil and criminal jurisdiction, and other areas of self-governance or federal pre-emption.
