• Full-time electronic access (available online via internet access on a 24x7, 365 days per year basis) to a comprehensive database(s) of primary statutory law, case law, regulations and other integrally-related forms of content for Federal, State and Local jurisdictions • Subscriptions or licenses shall be for a minimum of twenty (20) individual users with dedicated User IDs or access accounts, and for a maximum of thirty-five (35) individual users • Pricing proposals should be offered with both: (1) a base term of two (2) years, with up to three (3) oneyear extension options reserved to the CHA as the customer; and (2) a base term of three (3) years, with two (2) one-year extension options reserved to the CHA as the customer • Pricing should be quantified monthly for the base term(s) indicated in the proposal, and any marginal costs or fees applicable for any users at levels or increments above the base level of 20 users should be set forth in detail. For example, any pricing increase for additional users should clearly reflect whether pricing applies on a per-user basis, or if it is applied in a “band” with a set additional cost for the next higher ‘increment’ or number of multiple users. Ancillary or optional services not specifically included in the packages or plans meeting the “Required Services” above should be described in detail as to their contents, scope of coverage and costs. These services may include tools, databases or content that is specific to an area of law, practice, or subject matter beyond the core Required Services, such as Continuing Legal Education, Advanced or Specialized Content, Legal Matter Management or other content platforms or subscriptions (the “Optional Services”). While any proposed Optional Services are not part of the Required Services that respondents or proposing firms would be evaluated on, the value-added nature of Optional Service or other complementary/supplemental services may still be considered for the CHA’s potential procurement. As an Illinois municipal corporation supported substantially through federal funds and subject to overlapping federal, state, and local procurement laws and regulations, the CHA is eligible for and encouraged to utilize available public sector contracting vehicles authorized for similarly situated government entities. Your proposal(s) may include offers or reference to prevailing terms and pricing offered to other government agencies (ex., federal, state, county or municipal) on a preferred or mostfavored customer basis.
