The State of Illinois seeks to benefit by significantly reducing the State’s wireless costs while increasing service quality and flexibility which support services provided by State, governmental units, and qualified not-for-profit agencies on an as needed basis during the contract period. Given Illinois' diverse geography, ranging from urban centers to rural areas, vendors must demonstrate their capability to provide reliable and resilient network coverage across the entire state, including during emergencies or natural disasters. The State prioritizes environmentally responsible solutions, encouraging proposals that offer energy-efficient devices and recycling programs for old equipment. Additionally, proposals must address robust data security and privacy measures, with a particular focus on encryption and cybersecurity to safeguard sensitive government communications. Finally, vendors should present solutions that are scalable and adaptable to future technological advancements, including the transition to 5G and beyond, to ensure the State remains equipped with cutting-edge technology. As a result of this RFP, State expects to receive and evaluate responses and intends to award contract(s) to one or multiple vendors, depending upon what is in the best interest of the State. The State will award a primary vendor for Statewide wireless voice and data airtime service and equipment. Primary vendor will be selected based upon highest overall scoring for Statewide wireless service and shall provide coverage in the areas as shown on the State of Illinois Map. Should Primary vendor lack coverage in the areas shown on the State of Illinois Map, a secondary and tertiary award may be made to the next highest scoring vendor(s) who can provide the necessary service(s) and/or coverage in those areas shown on the State of Illinois Map. Vendor(s) must be able to provide at least 90% coverage across all State of Illinois counties listed in Attachment B to be considered for award.
