The purpose of this solicitation is to establish multiple Contracts to enable Local Education Agencies (LEAs) to purchase online courses on an as-needed basis during the Contract term. The Illinois State Board of Education seeks Offers from multiple qualified online course providers or Vendor(s) as part of a course access program known as the Illinois Virtual Course Program. Pursuant to Section 3 of the Governmental Joint Purchase Act, an award to multiple Vendors is allowed. The courses must be aligned to appropriate standards, including, but not limited to, the Illinois Learning Standards, the Cognia/AdvancedEd Digital Learning Performance Standards, and the Quality Matters Online Standards. Providers will utilize a secure web-based Learning Management System in order to deliver online courses for students. By submitting an Offer, Vendor agrees to extend all terms and conditions, specifications, and pricing or discounts specified in the resulting Contracts for the items in the resulting Contracts to all LEAs. The online courses subject to the resulting Contracts shall be distributed or rendered directly to each LEA. Vendor shall bill each LEA separately for its actual share of the costs of the supplies or services purchased. The credit or liability of each LEA shall remain separate and distinct. Disputes between Vendors and LEAs shall be resolved between the affected Parties. “Local Education Agency” means a geographical territory governed by a school board, which has the powers conferred to it by the General Assembly.
