OVERVIEW AND PURPOSE: This joint purchase master contract is established by Central Management Services in cooperation and agreement with the Chief Procurement Officer for General Services, enable governmental units and qualified not-for-profit agencies to contract with appraisal firms to provide real estate appraisals, appraisal reviews and other real estate valuation services to facilitate transactions requiring real estate appraisal and valuation on an as needed basis during the contract period. SUPPLIES AND/OR SERVICES REQUIRED: Services shall include but not be limited to: Appraise real estate and prepare Appraisal Reports in accordance with the Uniform Standards of Professional Appraisal Practice. Review and prepare appraisal review reports in accordance with the Code of Professional Ethics and Standards of Professional Conduct of the Appraisal Institute and the current uniform Standards of Professional Appraisal Practice. Conduct real estate market research, data analysis, prepare opinions of value, assist in real estate negotiations, and provide general assistance to staff Unless otherwise stated at time of need all final reports must be certified self-contained appraisal reports. All appraisal reports shall specify the following items: a. The identity of the client and any other intended users b. The intended use of the report c. The purpose of the assignment (type of value) d. The effective date of the opinion e. The real estate being appraised f. The real property interest being valued g. Any assignment conditions (extraordinary assumptions and hypothetical conditions) affecting the appraisal h. The scope of work—i.e., the extent of the process of collecting, confirming and reporting data i. Any usual valuation approaches that may have been excluded j. The highest and best use of the real estate when such an opinion is necessary and appropriate k. The information considered, appraisal procedures followed, and reasoning applied l. A signed certification in accordance with USPAP Standards Rule 2-3
