Specifications include, but are not limited to: proposals from all qualified firms capable of providing comprehensive inmate medical and mental health services at the Tazewell County Jail, and is most responsive to the needs of the County. 3. In cooperation with the County, provider shall have sole responsibility in all matters of medical, mental health and dental judgment. Provider shall have the primary responsibility for the identification, care and treatment of inmates requiring medical care and mental health care, especially those who present an imminent danger to themselves. On matters of mutual concern, the Sheriff or other County Official and his staff shall support, assist and cooperate with Provider, and Provider shall support, assist and cooperate with the Sheriff or other County Official whose decision in any non-medical matter shall be final. All decisions involving the exercise of medical, mental health or dental judgment are still the responsibility of the Provider. 4. Provider must recruit, interview, hire, train and supervise all health care staff and such health care staff must be adequate to meet all conditions and specifications as set forth in this RFP, the proposal selected and the resulting contract. At a minimum, the staffing plan that follows will be required: a. 4 hours of psychiatry clinic (practitioner level) at least once weekly (on-site or telepsych) and 1 hour for administrative/review/consultation purposes off-site. b. 36 hours of LPN/RN level (director of nursing) on-site weekly. c. 72 hours of support level nursing (LPN/RN) on-site weekly. d. 2 positions LPN/RN to work PRN (as needed). No minimum hours required per month. e. 8 hours of LPC/LSW level mental health counseling, on-site weekly. f. 4 hours of LCPC/LCSW level oversight, off-site weekly. g. 4 hours of on-site practitioner coverage weekly, and 2 hours for administrative/review/consultation purposes off- site. h.
