Specifications include, but are not limited to: A. Program Management and Development Services The ITPMO shall manage the Information Technology Program for CDA. The Program will be managed with a high degree of integration and produce timely results, protecting the City’s operational and financial interests, balancing diverse stakeholder requirements, and assisting as required in reporting and resolving issues among other contractors and consultants, CDA units, City departments and others. The ITPMO shall furnish all professional Program management services that may be required in connection with and to complete the tasks necessary for a Program of the magnitude described in Sections 1 and 2 above. CDA may request services beyond those described in this Scope of Services, but which may be necessary for the development and implementation of the Program. Highly integrated overall Program management will include, without limitation, the following: 1. assessment of existing Program applications, hardware, risks, and resources; 2. development of a detailed Program that includes, without limitation, an alignment of CDA technology capability that enhances the operation and security of CDA and its airports, evaluates and recommends application acquisition and/or development, hardware acquisition and deployment, development of an airport operations database platform including desired input, means of collection and processing, digital twin, ITPMO staffing, retention of consultants and provision of risk assessment reports and recommendations to support the activities of each of CDA’s units; 3. development of a recommended Program budget; 4. initiation and management of a Program schedule that integrates all aspects of the Program, including Program development and implementation, and Program budget; 5. implementation of Program controls that track both Program costs and Program schedule; 6. management of Program consultants; and 7. providing information to CDA managers that facilitates and informs risk assessment and decisionmaking. The services set forth above will be performed in support of the following CDA functions: 1. planning, development, design and construction of the O’Hare 21 Program (described below) and other capital improvement programs or projects; 2. security, including both cybersecurity and physical security reliant on networking technology, access control, cameras and sensors throughout the airports; 3. airport operations activities including gate control, compiling and analyzing passenger data, common use airline applications such as multiple user flight information displays, dynamic signage and other wayfaring measures, and concessions; 4. finance, including FMS (specific to CDA) and FMPS (City-wide) accounting systems and capital finance management; 5. facility controls, including building systems and baggage handling systems, 6. communications, including telephone, internet, and WiFi services to all users at both airports and document control for the Program; 7. management and maintenance of applications and hardware, including the development of an airport operations database; 8. management and maintenance of a digital twin of the airport operations database for running scenarios pertinent to airport operations; and 9. advise on the preparation of solicitations, leases, licensees, contracts and procurements with respect to implications to the Program.
