IDPH is seeking a vendor that will provide Independent Informal Dispute Resolution (IIDR) as required under Chapter 7; section 7213 of the Centers for Medicare and Medicaid Services (CMS) State Operations Manual (SOM). The vendor will provide a written record of the review for each survey citation disputed and a summary of the IIDR recommendation for each deficiency to include comments made by the Ombudsman and/or Residents/Resident Representative. IIDR must be completed within 60 calendar days of the facility request. Therefore, the vendor will have 30 days to return the IIDR to the Department. The Agency requests IIDR’s several times a year depending on facility requests. The vendor shall submit the results to IDPH Office of Health Care Regulation (OHCR) department as they process them and send monthly reports of the data collected. Must be able to: Review surveys (CMS 2567) with an understanding of CMS Federal and State guidelines. Recommend to IDPH whether survey deficiency should be deleted, supported, or amended based upon the evidence provided by the Facility. Complete all reviews within 30 calendar days. Compare survey results to the Federal and State regulations. Provide written decisions and specific evidence regarding the decision.
