The State of Illinois Department of Insurance and the Get Covered Illinois marketplace (hereafter collectively known as the “Agency”) are seeking a qualified and experienced vendor to provide independent financial and programmatic audit services for a period of four (4) years with an optional four (4) year renewal period. Through this Request For Proposal (RFP), the Agency intends to procure a professional firm to perform financial and programmatic auditing services of the state-based marketplace to obtain a reasonable assurance about whether the financial statements and program structure are free from material misstatement, whether due to fraud or error. The awarded Offeror shall perform independent external audits that follow the Generally Accepted Government Auditing Standards (GAGAS). The resulting audit reports are intended to be utilized to fulfill the annual reporting requirements set forth by 45 CFR 155 and as supporting documents with the Centers for Medicare & Medicaid Services’ (CMS) State-based Marketplace Annual Reporting Tool (SMART).
