Specifications include, but are not limited to: Vendor will assist in planning and development of sites for use as long-term HHW collection stations including but not limited to: Performing all administrative and other acts necessary prior to mobilization of the collection stations; Assisting in setup, transportation and disposal of collected waste, as defined below; Furnish all labor, equipment and materials, and perform all operations necessary to move personnel, equipment, supplies and incidentals to the collection station (mobilization) in order to perform all work necessary to support the collection site and to remove accumulated wastes. Vendor will: Provide training to the collection station personnel pursuant to the requirements of Paragraph 1.3.3; Ensure that the operation of the collection station is in accordance with the requirements set forth in this contract; and Implement a site-specific collection station site safety and contingency plan in accordance with industry standards. Vendor will provide all necessary materials, supplies, and incidentals for the collection station personnel to properly perform the required operations at the collection station. Vendor will provide the labor and equipment necessary to pick-up, transport, store, and dispose of or recycle the collected HHW in such a manner as to minimize costs charged to the Agency hereunder (including but not limited to minimizing disposal/recycling costs) while complying with all applicable laws. All efforts to minimize costs to the Agency must be done in accordance with the contract and the billable line items available. Any changes to container sizes, and therefore costs incurred, must be approved by the Agency PM prior to the change. Vendor shall: Remove the collected wastes within five (5) working days after receiving notification from collection station personnel or Agency Project Manager (PM); Coordinate the proper recycling, treatment or disposal of the collected waste, including any onsite treatment needed to ensure collected wastes can be transported offsite for disposal; Obtain all necessary permits, local approvals, licenses and insurance; and Comply with all federal, state and local laws and regulations with respect to the pick-up, transportation, storage and disposal (or recycling) of HHW, including but not limited to 35 Ill. Adm. Code Part 723, 40 CFR 263, and all other applicable US EPA and US DOT rules and regulations.
