The Executive Office for United States Attorneys (EOUSA) has a requirement for Grand Jury and Deposition Court Reporting Services for the United States Attorney's Office, Northern District of Illinois - Chicago, IL and Rockford, IL. EOUSA anticipates the award of an IDIQ contract with one (1) base year and four (4) option periods.
Attachment - 15JA0522Q00000011: Attachment 15JA0522Q00000011 provides a CLIN schedule and outlines the applicable terms and conditions for this requirement.
Attachment 1 - Description of Services: Offerors shall review this attachment for additional details of the requirement to include, but not limited to the following:
1. Description of the supplies and services.
2. The statement of work.
3. Place of performance.
4. Special Contract Requirements.
5. Instructions to offerors.
6. Evaluation Criteria.
Attachment 2 - List of Authorized Individuals: Attachment 2 is provided for informational purposes only (see reference in section C.10 Orders of Attachment (1)) and no action is required. At time of award, a completed list will be provided as part of the contract.
Attachment 3 - Checklist: This check list is provided to assist offerors with preparing a complete proposal. Details of each item can be found in Sections K and L of the solicitation. Note - FAR 52.212-3 begins at the bottom of page (48) of Attachment 15JA0522Q00000011.
Attachment 4 - Federal Grand Jury Court Reporter Contract Security Review Checklist: Attachment 4 is provided for information purposes only and no action is required. Attachment 4 provides an overview of the security requirements as defined under EOUSA AI-10-1E of Attachment 15JA0522Q00000011 (p. 24) and Attachment 7.
Attachments five (5) and six (6) - Wage Determination: Attachments (5) & (6) are provided in accordance with the Service Contract Labor Standards Act to establish the applicable Department of Labor Wage Determinations for the locations where Grand Jury and Deposition Court Reporting Services will be offered.
Attachment 7 - Personnel Security Requirements for Contractor Employees Unclassified: Contractors will require a background investigation in accordance with the terms and conditions outlined in this attachment. Note - Grand Jury is considered a "High Risk Position."
Please refer to Section L of Attachment 1 to ensure your quotation contains all the information and content required for a positive evaluation pursuant to the evaluation factors outlined in Section M.
Proposals are due to the Acquisitions Office by 6:00 pm EST on December 2, 2021. Proposals submitted in response to this Request for Proposal will only be received in the following manner: via email to anna.jones@usdoj.gov. All eligible, responsible sources may submit a proposal, which shall be considered. Proposals that are submitted late will not be evaluated. Questions may be emailed to Anna Jones no later than November 23, 2021 . At the Government’s discretion, questions may or may not be answered; questions that are answered may be provided to all prospective offerors. Telephone calls/voicemail will not be accepted or acknowledged.
