1. Regular Communication and Consultation o Conduct monthly teleconferences with a designated County representative (County Board Chair or Designee and County Administrator). o Be available for additional calls, in-person briefings, or virtual updates at the request of County leadership. 2. Legislative Monitoring and Reporting o Provide monthly written legislative reports, delivered no later than the 25th of each preceding month, summarizing key developments, bill status, and emerging issues. o Deliver weekly legislative updates during session, including floor activity, committee actions, and Governor’s office initiatives. o Issue timely Legislative Alerts on targeted legislation or budget proposals requiring immediate County attention or action. 3. Direct Advocacy and Representation o Represent McLean County’s positions on legislation or regulatory matters to legislators representing the County and other relevant members of the General Assembly. o Engage directly with legislative leadership, committee staff, the Governor’s office, and state agency personnel to advance the County’s priorities. o Draft legislation, amendments, or technical corrections on behalf of the County, and coordinate with bill sponsors or staff as necessary. 4. Strategic Relationship Building o Coordinate and schedule meetings between County officials and state legislators, the Governor’s office, and committee staff. o Assist County officials in preparing talking points, briefing materials, and testimony for hearings or stakeholder meetings. o Develop and maintain legislative user files and databases for the County on a legislative computer service. 5. Special Events and Engagement o Organize and oversee an annual or biennial County Legislative Day in Springfield, if requested by the County. o Support visits by legislators to McLean County facilities or programs to highlight local priorities. 6. Accountability and Performance o Provide timely responses to County inquiries regarding legislation or state programs. o Maintain a record of all contacts with legislators and staff regarding County issues, and include summaries in periodic reports. o Ensure that all advocacy efforts are consistent with the direction and policy priorities established by the McLean County Board and its designated leadership.
