The COUNTY has determined that bringing the Fairview Building back into service is needed to accommodate the County’s needs for additional office space and storage. The Fairview building is located in Normal, IL and is adjacent to the McLean County Nursing Home and Fairview Park. The Fairview building was listed as a Historic building in 2021 and any alterations to the exterior of the building would need to be approved by the Illinois Historic Preservation Division of the Illinois Department of Natural Resources. Even with the limitations that can be made to the exterior of the building, it is anticipated that exterior work will need to completed including replacement windows, doors, door frames, door hardware, ADA compliant entrance, portico and columns, paint, trim and sidewalks. While the interior of the building does not have the same limitations as the exterior, it is anticipated that best efforts will me made to preserve historical features such as the Terrazzo wall and floor coverings, existing interior doors and frames. Understanding that some interior materials will need to be replaced, the materials should be similar in nature to the items being reused. The project when completed should include millwork, cabinetry that is similar in nature to the historical versions being reused. While the interior and the exterior of the building should remain consistent in appearance to buildings of its era, all the underlying infrastructure improvements should meet the required standards of today’s building code and energy efficiency standards. The underlying infrastructure improvements should include MEP systems, modern security system(s) and communication wiring. The items listed below are anticipated to also need addressed as part of this project: • • Conceptual and schematic design including floor plans, elevations and sections • Structural, mechanical, electrical, and plumbing (MEP) engineering integration • Electrical, Plumbing and HVAC systems design and implementation • Life Safety and Fire protection system design and implementation including alarm, fire suppression, emergency exits and signage • Construction documentation and specifications • Project coordination and compliance with local building codes • Engineering study on existing foundation to ensure capable load and free from water infiltration as well as repair of foundation and any load bearing structures throughout that are needed • . master keys and sub-master keying implementation. Potential for partial electronic badge access on some areas • Ceiling finishes and soundproofing where needed • Millwork, cabinetry, and furnishing design and implementation • Layout and build-out of workspaces and/or specialty spaces • Design and implementation of wall, ceiling, attic and crawlspace insulation • Exterior landscape and drainage design and implementation • Main electrical panel and transformer replacement • Design and implementation of facility fixtures, furnishing and finishes • Facility operation signage design and implementation throughout building • Occupancy certification • Emergency generator • Passenger elevator replacement • Lighting and acoustics design and implementation • Material selection and specifications • Utility Civil Engineering and implementation • Environmental impact assessments (if applicable) • Building automation system design and implementation for applicable facility items
