Specifications include, but are not limited to: The vendor will be responsible for the day-to-day operations of the Center. The selected vendor must be willing to work with IDOR and the current vendor to ensure a smooth transition for the children and parents who use the facility. D.2.1 Enrollment must be open to all children 6 weeks to 6 years old of any parent of or close relative living at the same address with children who are employees of the State of Illinois. The children who are currently enrolled in the daycare will be accepted first. Any vacancies will be filled by IDOR employees first in order of sign up, then to children whose parents work for other State agencies. In the event the enrollment drops below 75% for 5 consecutive weeks, enrollment may be open to non-government employees with permission from IDOR. The enrollment percentage must always be higher for children of state employees than non-state employees. Waiting lists must be submitted monthly to the IDOR Child Care Coordinator. No person shall, on the basis of race, color, national origin, sex, sexual orientation or religion, be excluded from participation in, be denied the benefits of, or otherwise be subjected to discrimination under any program or activity of or at the Center. D.2.2 The Center will operate five days a week, year-round, Monday through Friday. The hours of operation are 7:00 a.m. to 5:30 p.m. The Center will close for all state holidays. D.2.3. The Vendor will properly notify parents and assure the usage of established common areas for drop-off and departure of children. The parent/Guardian should enter the WIB through the main west doors then enter the daycare through the interior doors. The exterior door into the daycare will be used for playground use and emergency evacuations only. The Vendor agrees to develop internal safety training policies to include CPR/First Aid training for staff and to have a minimum of 2 staff train and participate in IDOR’s “Floor Monitor/Safety Warden” system to ensure clear communication in emergency evacuations for the safety of the children and its employees. D.2.4. The Vendor will be responsible for marketing the Center to state employees. As needed and where possible, IDOR will assist in this process by posting information on bulletin boards, the department’s electronic bulletin board and internal newsletters as well as asking other State agencies to do the same. D.2.5. Vendor must use bulletin boards or other means to ensure that the walls are protected from unnecessary marking, paint peeling, etc. The State holds the right to close the Center to perform repairs. Vendor will not charge parents during repair closure periods. D.2.6. Vendor will be responsible for any utilities specifically servicing the premises, including, but not limited to internet and cable. D.2.7. Vendor will provide all supplies needed to operate the daycare, including restroom cleaning supplies, toilet tissue, hand towels, hand soap, etc. D.2.8. Vendor will also be responsible for all daily cleaning and vacuuming as well as any industry-specific janitorial cleaning or disinfecting specifically required due to the nature of the entity as a child care facility. D.2.9. Vendor will have the tile floor in the daycare professionally steam/extraction cleaned at its expense. The Vendor will schedule and provide quarterly cleaning with notice to the Property Manager. The Vendor will ensure that all sub-contractors performing work at the WIB complete the necessary paperwork in order to pass security and tax-filing background checks prior to work on the premises. D.2.10. State provided space and equipment will remain the State’s property.
