Revise Spill Prevention, Control, and Countermeasures Plan (SPCCP) For Marion, IL VA Medical Center (MRN) INTRODUCTION MRN VAMC is seeking a 5-year review and amendment of the current plan to verify compliance with current and any new requirements listed in (a-d) below and to update since the approval of the current SPCCP dated/signed March 30, 2021. The revised document shall be electronic and user-friendly. The contractor shall perform a 5-year review according to 40 CFR 112, to include any revisions, updates, or technical changes for amendment. The contractor will make necessary changes including plan content, maps, worksheets, charts, cross references, etc. The contractor may use current plans as references for technical information. SPECIFIC PROJECT REQUIREMENTS The contractor shall: amend, update, and prepare the existing SPCCP, which must be fully compliant with the latest requirements of 40 CFR 112 as well as applicable State and Local regulations. An update of the emergency response plan should be included for accidental releases of vehicular and equipment petroleum products, coolants, and lubricants within the SPCCP. This will include coordination with and cross-referencing the medical center s current Emergency Operations Plan and Integrated Contingency Plan. The plan shall be certified by an Illinois registered Professional Engineer (P.E.) experienced in SPCCP preparation and current industry standards for oil storage and spill prevention. 40CFR 112.7, Oil Pollution Prevention.
