CITY OF FREEPORT, IL – CONTRACT SPECIFI CATIONS 1.0 Scope 1.1 The City of Freeport requests bids from qualified companies to provide all labor, materials, equipment, and supplies necessary for the demolition of identified properties and remove all structures, accessory buildings, fences, driveways and scrub trees within property lines. 2.0 General Requirements. 2.1 Timeline of Demolition Project 2.1.1 Bids will be accepted at the time and date located on the cover sheet of this bid packet. The Freeport City Council will review the bid submissions at the next regularly scheduled Council Meeting. Upon award by City Council, the successful contractor shall commence demolition within 20 days of the issuance of the purchase order and demolition shall be completed no later than 25 days from the issuance of the purchase order. Once a property is slated for demolition, the contractor shall complete the demolition within 25 days thereafter. Failure to comply with any of these specifications may be considered default of said contract and result in the revocation of the contractor’s license, or cancellation or the City’s contract. Asbestos abatement shall constitute the commencement of demolition. 2.1.2 The successful contractor shall work cooperatively with the City of Freeport to determine an appropriate start date and property location for demolition work to begin. The City reserves the right to adjust the start date earlier or later as necessary in order to legally proceed with demolitions. The City of Freeport shall also reserve the right to determine the order in which properties are demolished, but shall consider contractor’s recommendations in such matters. Failure to comply with any of these specifications may result in the cancellation of the City's contract. 2.2 Contractor and Subcontractor Qualifications. 2.2.1 All bidders on this project must be licensed as a General Contractor in the City of Freeport unless a waiver of this requirement is signed by the Community and Economic Development Director or his/her designee. All bidders must have the appropriate license for the property being demolished prior to bidding. 2.2.2 Bidders may use a qualified subcontractor approved by the City of Freeport to complete any portion of the work. Any anticipated subcontractors MUST be listed at the time of bid submission where appropriate. 2.2.3 Subcontractors must meet same City requirements as demolition contractors including, but not limited to licensure and insurance. 2.2.4 The City reserves the right to deny a subcontractor permission to work on the City’s contract. Use of an unapproved subcontractor may be considered a default of said contract and work may be stopped any time after discovery of said default. 2.2.5 All work shall be done in a workmanlike manner, in compliance with all local, state and federal codes applicable thereto, and said work shall be performed by workmen trained and skilled in the craft involved. Detailed Specifications. 3.1 Pre-Demolition. 3.1.1 Inspection. The successful bidder shall, before sealing sewer line, have the City of Freeport Building Inspector and Water/Sewer Department make inspections before any back filling is started. The purpose of this requirement is to check to see if the sewer line is open to the trunk line. On-site inspections shall be made as the City deems necessary. The completed project shall be inspected before final payment is made. Each bidder shall be qualified, properly licensed and insured to operate the business of a Demolition Contractor in the City of Freeport. 3.1.3 Permits and Notices. Contractors will comply with all laws and regulations of the public authority having jurisdiction over the work. The Contractor will also, at their own expense, in their own name, obtain all permits, certificates, and licenses required by the City; shall carry on all work under this contract in strict conformity therewith, and shall save and keep harmless the City of Freeport from any expense incurred thereby. A copy of the demolition permit will be required with the submittal of the final pay estimates. 3.1.3.1 Public Notices to Adjacent Properties. The City of Freeport will send notice of application via certified mail to owners of property adjacent to, contiguous to or across any street, river, creek or public way from any part of the land upon which the structure exists. The notice mailed to these property owners shall be on a form provided by the Community Development Department. 3.1.4 All related EPA notices and the 10-day notification of demolition required by the EPA must be sent to the Illinois Environmental Protection Agency at the contractor’s own expense, and a copy provided to the City before demolition. A fee of $150 is to be paid by the Contractor to the Illinois EPA with each initial 10-working day notice required to be filed to perform demolition of asbestos containing structures. 3.2 Utilities. 3.2.1 The City will provide vendor notice of utility disconnection for Water, Gas, and Electric.
