Specifications include, but are not limited to:. Vendor must provide the Illinois State Police with a physical fitness test that is: supported by scientific, legal and practical training and education; validation of selection and retention standards; policy and procedure analysis and development; and ongoing administration, arbitration and litigation support. The vendor must: Complete a full job analysis of what the ISP job functions are and create multiple physical skills tests, based upon the analysis of functional movements pertaining to job tasks, that the ISP can choose from. Create tests that show the participant’s upper body strength, flexibility and cardiovascular abilities. Complete validation testing, utilizing a minimum of 600 ISP sworn personnel, which can be used to establish a standards and a minimum passing score. Create tests that are gender and age neutral, providing one set of standards for all ISP sworn personnel. Create tests that require minimal equipment (ex. cones, floor mats, etc.) Create tests that can be administered both indoors and outdoors if needed. Create tests that require minimal setup prior to administration. Create tests that have movements which are easily judged. Create tests that can be administered, judged and completed safely. Create a test manual that documents the procedures for setting up, administering, and scoring each test.
