The District is seeking a single vendor to administer both plans. Proposals are sought for a three-year period beginning January 1, 2026, and ending December 31, 2028. The District will consider proposals on a fully-insured or self-insured basis. Please provide both a fully-insured and self-insured proposal. Administrative charges (ASO) should be quoted on a per-employee-per-month (PEPM) basis. All proposals are expected to quote the plan design exactly as described in the reference documents included in Appendix B, unless mandated otherwise by PPACA or other government regulations. Any deviations from those designs must be clearly described in your proposal. The District reserves the right to change plan design features during the term of the agreement. The plan year for these benefits is January 1st – December 31st each year, with open enrollment held in mid-October.
