Specifications include, but are not limited to:All Offers must be received by the Village of Oak Park at the specified location by the date and time cited above. Late Offers will not be considered. The mere fact that the Proposal was dispatched will not be considered; the firm must insure that the Proposal is actually delivered. Regardless of cause, late qualifications will not be accepted and will automatically be disqualified from further consideration. It shall be the Proposers sole risk to assure delivery at the designated office by the designated time. Late qualifications will not be opened and may be returned to the Vendor at the expense of the Proposer or destroyed if requested. Offers received by the correct date and time shall be publicly opened and read. At the public opening, there will be no disclosure of contents to competing firms, and all Proposals will be kept confidential during the negotiation process. Except for trade secrets and confidential information which the Firm identifies as proprietary, all Proposals will be open for public inspection after the contract award. Proposers are advised to carefully read the entire Solicitation Package. Offers that do not comply with all Instructions to Proposers may be disqualified
