The Fund Administrator shall: Carefully study the relevant and applicable laws, administrative rules, Commission orders, and other documents necessary to carry out his/her responsibilities as set forth in Section 9-229 of the Act. Compute a compensation award that takes into consideration the market rates paid to persons of comparable training and experience who offer similar services but does not exceed the comparable market rate for services paid by the applicable public utility as part of its applicable rate case expense. Review and approve requests for compensation awards that include consideration of whether the Commission adopted a material recommendation related to a significant issue in the docket and whether participation caused a financial hardship to the participant and the payment of compensation is fair, just and reasonable. Timely submit compensation award recommendations to the Commission for approval (notice) by filing said recommendations on the ICC’s e-Docket system. The compensation award shall be allowed 45 days after notice to the Commission if the Commission does not initiate an investigation of the recommendation within the 45-day period. Strive to minimize costs in the implementation and administration of this program. Maintain complete documentation of all files pertaining to the disposition of the Administrator’s responsibilities. Such files shall be made available to the ICC Project Manager upon request. Prepare summary reports on an annual or more frequent basis as directed by the ICC Project Manager that provide, at a minimum, an itemized list of a) Fund activity, including deposits from utilities to the Fund; b) requests for reimbursements from the Fund; and c) payments from the Fund for the prior twelve months. Convene a meeting with the ICC Project Manager on an as needed basis, but no less frequently than annually. The purpose of the meeting is to discuss the status of all requests for reimbursement from the Fund.
