1. Objective: The District’s Information Technology Department (ITD) seeks to engage a consultant [or consultants] with extensive experience in the areas of custom application development and database support. 2. The selected Consultant will be able to: • Provide custom application development, migration, and consulting • Provide database development, migration, and consulting • Provide Microsoft Power Platform development, migration, and consulting. • Provide and support the transformation of manual, paper-driven processes into digital workflows and automated solutions. The ideal consultant team will have dedicated personnel with excellent experience in the following areas: 1. Core Technical Proficiencies • Application Development Languages Expertise in CSS, JavaScript, .NET, C#, Python, Java, PHP, VB.net, SAP ABAP and ASP.net. • Database Development Languages Expertise in T-SQL (SQL Server), SQL, and PL/SQL (Oracle). • All proposed custom applications and databases must be designed to run within the Microsoft ecosystem, including on-premises and Azure cloud environments. Interfaces must use a common data exchange file format to ensure compatibility— even after system upgrades. • Application development within the Drupal Context Management Framework and Digital Experience Platform. 2. Microsoft Power Platform Services • Platform Expertise Proven expertise across the Microsoft Power Platform, including Power Apps, Power Automate, and Power BI. 3. Quality Assurance, Testing, and Deployment • Testing Practices Implementation of robust testing methodologies to ensure application quality, performance, and security. • Deployment Lifecycle Management Proficiency in application deployment across established environments and the ability to recommend and implement best practices for environmental deployment within a standard Software Development Lifecycle (SDLC).
