The Selected Consultant shall perform the necessary research and analysis to prepare the 20-year Integrated Solid Waste Management Plan, referred throughout the rest of the document as the "Plan" for Peoria County addressing the following scope of work: 3.1 Project Management 3.1.1 Work with Peoria County staff to develop an on overall Project Management Plan and Schedule to ensure the timely preparation of draft and final document and attainment of necessary approvals and submittal to the Illinois Environmental Protection Agency (Illinois EPA) of a final document by June 30, 2013. 3.1.2 Review the Illinois EPA requirements for solid waste management plan content and ensure the final product meets these requirements. 3.1.3 The consultant will facilitate the development of the Plan with County staff and also an advisory committee. 3.1.4 Research and perform a waste characterization study to determine solid waste composition as it relates to residential, commercial, and industrial sectors and category of materials, such as paper, metal, plastic, glass, food waste, construction and demolition debris, etc. 3.2 Communication Plan 3.2.1 Develop communication strategies for the progress and results of the Plan. 3.3 Facilitate Public Participation Plan 3.3.1 Prepare a strategy for public engagement during the plan development process. 3.3.2 Schedule and Facilitate Advisory Committee Meetings. 3.3.2.1 Advisory Committee will include individuals representing residential groups, businesses, and institutions in the service area, key stakeholder groups, and interested parties. 3.3.2.2 Prepare agendas, minutes, and relevant materials 3.3.3 Present information at select Peoria County Committee Meeting and Board Meetings. 3.3.4 The public shall be allowed opportunities to provide comment and input to the Advisory Committee regarding the development of the Plan.
