The selected Owner’s Advisor will provide professional advisory services, which may include, but are not limited to, the following: 5.1 Facilities Needs Assessment and Planning • Conduct site visits and existing conditions assessments of County facilities • Review available plans, studies, reports, and historical documentation • Meet with County staff, elected officials, and stakeholders • Identify deficiencies, code issues, space needs, lifecycle concerns, and capital improvement priorities • Prepare written Facilities Needs Assessment reports and recommendations by facility or service area • Develop high-level cost estimates and phasing considerations 5.2 Owner’s Advisor / Owner’s Representative Services • Act as the County’s independent advisor on architecture, engineering, and construction matters • Assist the County in developing project scopes, delivery methods, and schedules
