1.1. SUPPLIES AND/OR SERVICES REQUIRED: The Illinois State Toll Highway Authority (ISTHA) is seeking a vendor to provide Affordable Care Act (ACA) Full-Service Reporting Compliance Service for 2024 and 2025. ISTHA is required to file Form 1094/1095-C with the Internal Revenue Service (IRS) for approximately 1,300 employees. Approximately all of these employees are covered under a self-insured plan and will require the completion of Part III of IRS Form 1095-C, disclosing dependent coverage (approximately 3,000 dependents). ISTHA will provide the awarded Vendor an electronic file containing the required data to be included on the Form 1095-C. Because the data is sensitive, it must be encrypted. ISTHA Information Technology (IT) will work with the vendor to establish the criteria for sending the electronic file. Services shall include: • Generate, deliver and submit IRS reporting. • Provide an Account Manager to answer any questions and guide ISTHA and its employees through the entire process, before and after filing with the IRS. • IRS inquiry assistance - before and after filing with the IRS. • IRS audit assistance - before and after filing with the IRS. • Provide a report to ISTHA after filing with the IRS. • Mail Form 1095-C to appropriate ISTHA employees. • Submittal of all necessary 1095-C corrections to the IRS; includes printing and mailing corrected 1095-C to employee and ISTHA.
