The City of Rolling Meadows (“City”) seeks proposals from qualified developers (“Developer”) to purchase the city-owned property located at 3111 & 3115 Meadow Drive (“Subject Property”) in order to redevelop the site or adaptively reuse the existing site Improvements (“Project”). The +/- 27,750 sq. ft. (+/- 0.637 ac) site consists of two parcels and includes a +/- 5,400 sq. ft. two-story building formerly used as a municipal fire station. The community has long envisioned the Kirchoff Road Corridor as a vibrant town center and downtown hub offering shopping, dining, and gathering spaces for residents of all ages. Comprehensive plans have highlighted the corridor’s potential for over twenty years and the City has resolved to realize that potential. The City is completing a new corridor planning effort along Kirchoff Road with sights on enhancing the corridor’s identity, encouraging business growth, updating zoning to support walkability and mixed-use developments, and improving access and connectivity for all visitors to the corridor. The draft study is enclosed in the due diligence documents attached to this RFP. The City has not adopted the Study in its entirety as it continues to evaluate the Transportation recommendations of the Study, most notably the reduction of Kirchoff Road from 5- to 3-lanes in order to improve traffic operations, improve bicycle and pedestrian connectivity, and create a supply of on-street public parking in order to support higher intensity development within the Corridor. This site currently hosts the former Fire Station 15, which is one of the City’s oldest civic buildings and was in active use until 2018. The structure is a two-story masonry building with approximately 5,400 square feet of floorspace on approximately 18,000 square feet of land. The building is structurally sound but requires significant renovations as discussed further in a condition report enclosed in the due diligence documents.
