Specifications include, but are not limited to: Vendor will provide towing services prior to, and during the 2024 – 2028 Illinois State Fairs. Vendor will be required to be “On Call” for pre–Fair dates for 24 Hour Service. These dates will commence on the Monday prior to the official beginning of the Fair and continue through Thursday, “Preview Night”. Dates for each fair will be furnished to the Vendor at least three months prior to that fair. Vendor will be required to provide to provide one (1) wrecker on-site during each weekday of the Fair and two (2) wreckers on-site for Friday, Saturday and Sunday nights during the Fair. During each official day of the Fair, the Vendor’s hours of service will be 7:00 a.m. to 1:00 a.m. “On Grounds” along with “On Call” services to be provided from 1:00 a.m. to 7:00 a.m. The “On Call” telephone number must be provided to IL State Fair management prior to the start of the pre-fair services. Vendor will provide personnel to answer telephones at the Illinois State Fair towing lot on a daily basis from 7:00 am to 1:00 am. All office management will be the responsibility of the Vendor. The telephone/s and telephone number/s for the lot will be provided by the Department. Vendor will provide receipts to all vehicle owners for towing charges. A recap of the number of tows and fees collected will be provided to Department no later than August 31st of each Fair year. All Tows must be authorized by the Illinois State Police and Illinois State Fair Manager. Only the IL State Fair Manager or Illinois State Police may release any towed vehicle without charge to the vehicle owner. There will be no reimbursement to the Towing Vendor for this type of release. Vendor may be required by the Department to provide additional miscellaneous towing at the discretion of the Illinois State Fair Manager. These services will be without charge (e.g. - a vehicle may be required to be moved a short distance for some reason). Vendor may be asked and should be prepared to tow the different types of vehicles and provide the miscellaneous services listed below. Fees for these services will be charged to Fair patrons when these types of services have been rendered. The ISF has final approval of the fee amounts and the Vendor will retain all monies accumulated from all towing/service fees collected. Auto (regular tow) charge to vehicle owner. Auto (dolly tow) charge to vehicle owner. Straight truck up to 12,000 lbs. charge to vehicle owner. Livestock/ Hog / Horse / Cattle trailer charge to vehicle owner. Semi-tractor trailer charge to vehicle owner. Unlock auto charge to vehicle owner. Lot storage charge (per day in lot provided by Department on Fairgrounds) charge to vehicle owner. The Department will provide selected Vendor with the following amenities: Department agrees that the Illinois State Fair will provide, at no charge, one (1) golf car permit. Vendor must abide by all of the Fair’s established golf cart rules/regulations and agrees to pay the daily rate for its golf car or bring their own. Department will provide a fenced Tow Lot on the southwest corner of the IL State Fairgrounds for use by Vendor at no charge. Vendor will receive one full-hookup camping spot at Tow Lot location on the Fairgrounds, and up to 10 complimentary seasonal parking passes and 10 complimentary books of gate admission passes (which is 110 total daily admission passes) for employee utilization. The vendor must have all required licenses and permits. Vendor must comply with the insurance requirements listed in Section 4.11. Vendor is also responsible for providing IL State Fair management with updated insurance certificates throughout the term of the contract.
