The inspections should include: 1. Perform structure inspection in accordance with NBI and IDOT-SIPS Manual and other applicable guidance manuals and memorandums. No destructive structural testing is part of this RFQ. 2. Completion of the BBS BIR, BBS SI-1, S-104, S-105, S-111, and other forms as required for each structure inspected. Consultant shall furnish all required safety equipment, traffic control, and inspection equipment (i.e. snooper vehicles with operator, man-lifts, safety boats, ladders, etc.). 3. Review and revise, as necessary, IDOT ISIS Inventory Turnaround Reports and make all proper submittals to IDOT and MCDOT. 4. Supply bridge photographs per the requirements of NBI. 5. Perform initial structure inspections of new structure within 60 days of their opening to traffic. 6. Perform underwater inspections, if required, and report results in accordance with NBI and make submittals to IDOT and MCDOT. 7. Obtain and provide channel cross section, when required, and report results in accordance with NBI and make submittals to IDOT and MCDOT. 8. Compile a list of structures, following the biennial inspections that require load rating analysis due to advanced deterioration noted since the last rating assigned. 9. Consultant must be capable of modeling all McHenry County & Township bridges in the load rating AASHTOWare software to determine the inventory and operating rating of various structures and be able to fill out the IDOT structure load rating summary form (SLRS) for bridge office approval. 10. Consultant must be capable of providing and maintaining an “Allowable Overweight Permit Loading” chart for all for McHenry County owned structures for Division of Transportation staff to evaluate overweight permit requests and have the ability to evaluate individual special requests within 24 hours. 11. Provide a list of maintenance or repair recommendations for appropriate structures. Identify federal and state funding opportunities that may be available for engineering and construction. 12. Inspections will be made on all structures under the jurisdiction of the McHenry County Division of Transportation and all 17 McHenry County Townships. 13. Inspections will be made on non-NBI structures to continue maintaining a database of culverts and other small structures under County jurisdiction. This will include documenting length, diameter, damage, material type, blockage, erosion, and other data.
