Specifications include, but are not limited to: To provide On-Call Project Development Services for Roadway, Bicycle/Pedestrian, and Public Transportation Projects for Community Planning Association of Southwest Idaho (COMPASS). COMPASS is seeking qualified and experienced respondents (individuals or firms) to submit proposals for a three-year On-Call Agreement. The purpose of the Agreements is to prequalify consultants to perform work on an on-call basis under the Project Development Program. The Project Development Program was created to assist COMPASS member agencies in securing transportation funding. The program transforms member agency needs into well-defined projects with cost estimates, purpose and need statements, environmental scans, and public involvement plans to ensure readiness for funding applications. Well-defined and scoped projects strengthen grant applications and, once funded, increase the probability of projects to be delivered on time and on budget. Projects entering the program one year will be ready to submit grant applications and compete for funds the following year. COMPASS pre-screens consulting firms with a wide range of expertise to be on-call to conduct project development work in partnership with COMPASS staff. As projects are selected for the program, they are matched with the consulting firm(s) with the appropriate expertise, based on the type of project and project needs. Consultant work will result in a pre-concept report for a transportation project, such as highways and streets, bicycle and pedestrian facilities, public transportation improvements, railroad crossings, bridges, etc. It is the intent of COMPASS to enlist consultants for the development of complete reports, rather than specialized consultants to perform a group of sub-tasks. Consultants are permitted to engage sub-consultants to perform some of the tasks or sub-tasks of any project, but sub-consultants must be identified in the proposal and pre-qualified by the consultant. The selected consultant(s) will provide services and staffing to develop “preconcept” reports for local agency project needs (see sample Scope of Work, Appendix B). The following types of projects may be included in the program during the term of the agreement(s). Prospective consultants must indicate which types of projects they are qualified to do and interested in doing. a. Traffic and intersection engineering b. Roadway design and maintenance c. Bicycle and pedestrian facilities (on or off-street) d. Public transportation (capital infrastructure design) e. Highway and intermodal safety improvements, including railroad crossings f. Bridge design, replacement, or analyses g. Utility and storm water projects related to transportation infrastructure
