Specifications include, but are not limited to:. I. General Requirements A. The purpose of the contract is to provide controlled substance and alcohol testing services (referred to as drug testing or testing) for families eligible for child welfare services and are referred by the Department in order to verify the extent that controlled substances and alcohol may be impacting care provided to children in said families. 1. Services shall be provided to the following southwest Idaho counties: Ada County, Boise County, Canyon County, Elmore County, Gem County, Owyhee County, and Valley County known collectively by the Department as West Hub. (See Attachment 5 – Idaho State Hub Map.) These services will be awarded through one (1) contract. B. The Contractor must: 1. Ensure that services are provided by individuals who have demonstrated knowledge, training, skill, and ability to: a. Administer drug testing according to the specifications of the contract. b. Relate to all cultural, ethnic, socio-economic groups, and life styles. c. Interact with Department referred clients in a supportive and non-discriminative manner. 2. Ensure that the Department is payer of last resort when clients have alternate funding available. 4. Provide interpretation and translation to non-English speaking families and accommodate individuals with special needs and or disabilities. Such situations may require collaboration with the Department referring worker. 5. Notify the Department within twenty-four (24) hours via email, text, or phone message, in circumstances where a client does not keep an appointment (no-show), refuses testing, alters the sample provided, presents in a belligerent manner, or otherwise corrupts the testing process. a. No-shows shall not be billed to the Department. II. Testing Facilities A. The Contractor must provide a minimum of three (3) brick-and-mortar fully operational testing facilities to receive Department referred clients for drug testing. Testing facilities must be approved by the Department and located as follows: 1. One (1) facility located within fifteen (15) miles from the Department office at 1720 Westgate Drive, Boise, ID 83704 and will service Ada County. 2. One (1) facility located within fifteen (15) miles from either of the following Department offices and will service Canyon County: a. 823 Park Centre Way, Nampa, ID 83651; or
