1. Project Overview The City of Pocatello’s Terry First Connection project will be completed in three phases: Base Phase: NEPA and Preliminary Engineering/Design; Phase 2: Final Design and Bid Packet, and Phase 3: Construction. The Project will be awarded in Phases with the selected respondent awarded for the Base Phase and additional phases to be awarded as future task orders based on funding availability. The awarded firm shall: complete all design for the project scope of work; provide bridge load rating services and review of the Benton Street Overpass; and assist with all preliminary permitting requirements. Pending the availability of funding, the awarded firm shall be tasked with additional phases including: final design, prepare a comprehensive final bid packet for the construction of the project, final permitting requirements, and serve as the Resident Project Representative during construction. Each phase of the project is subject to completion of the prior phase and approval from the FHWA grant administrator to proceed. All work shall conform to the requirements in the City’s Grant Agreement with US DOT (See Appendix D). 2. Scope of Work: the awarded Respondent shall provide the following services: 1. Base Phase – Task 1 a. Environmental and Preliminary Design Phase i. Assist the City with the NEPA review process. The City will be primary on this task and will seek minimal review and assistance in securing environmental approval. Assistance may include but is not limited to 1. Establishing the project area limits particularly as related to the reconfiguration of intersections and road alignments; 2. Location of alternative transportation design elements; 3. Methods to be used during construction; and 4. Compliance with State Historic Preservation Office (SHPO) requirements such as an Inadvertent Discovery Plan. b. Preliminary Design, up to 30% design, including: i. Roadway Design Review 1. Assess current roadway conditions and traffic patterns; 2. Utilize existing BTPO traffic count data and conduct traffic counts on additional intersections not included in this data to inform conditions, patterns, and signal location optimization; 3. Complete capacity analyses for intersections and roadways identified in the project limits to inform design; 4. Develop design solutions that align with Terry First Connection grant application proposal to improve traffic flow and safety, accommodate a protected bi-directional bicycle/pedestrian facility and improve overall pedestrian safety and accessibility; and 5. Include street and path lighting in all roadway redesign. ii. Bridge Load Rating 1. Review the Benton Street Overpass for updated bridge load rating; and a. Engineering analysis and Quality Assurance of the bridge load rating. b. Review of damaged or deteriorated steel members, and truss gusset plate ratings. 2. Load rating will be completed by utilizing the information provided by Idaho Transportation Department (ITD) including: bridge plans, inspection reports, and photos. iii. Traffic Signals 1. Determine the optimal placement and lane configuration for a signal at E. Benton St. and S. 2nd Ave. prior to designing a modern 4-leg traffic signal that meets current Bannock Transportation Planning Organization (BTPO)/City of Pocatello standards; 2. Determine the optimal placement and lane configuration for an updated signal and traffic pattern at W. Benton St. and S. Main St. prior to designing a modern 3-leg traffic signal that meets current Bannock Transportation Planning Organization (BTPO)/City of Pocatello standards; and 3. Include pedestrian and cyclist traffic signal features such as countdown timers, detection, and accessible crossing features which include the separated multiuse path into the signal design, detection, and operation. This includes incorporation of Americans with Disabilities Act (ADA) elements, including audible buttons at both signalized intersections included in the project scope. iv. Streetscape 1. Provide alternatives for streetscape designs that align with Terry First Connection proposal to improve traffic flow, safety, and accessibility along Terry St. and 1st Ave. corridor. a. Include Idaho State University (ISU) Branding elements as appropriate. b. Include landscaping elements as appropriate. v. Stormwater infrastructure 1. Design of stormwater management along Terry St. and 1st Ave. corridor.
